SECTION II: OBJECT OF THE CONTRACT

II.1) DESCRIPTION
II.1.1) Title attributed to contract by the contracting authority (as stated in the original notice) UK-Telford: Civic Office, Lake, Learning & Media Centre and Multi-Storey Car Park at Southwater
II.1.2) Short description of the contract or purchase(s) (as stated in the original notice) Telford & Wrekin Council requires a Main Contractor to design, procure, construct, commission and handover to the Council the new Civic Office and Lake at Southwater in time for the Council's occupation by September 2012. In addition the Council also requires the construction of the Learning & Media Centre and Multi-Storey Car Park at Southwater to be delivered either concurrently with the Civic Office or to a slightly later date. This is part of a potential wider regeneration development of the 21.82 hectare site that the Council has the opportunity to deliver over the long term at Southwater through additional phases. The Scope of Works may include: -Site Preparation and Enabling Works -Design / Procurement and Construction -Fit-out (although some specialist fit-out and equipment installation may be carried out by the Council) -External Works Other activities which may remain outside the scope of the Main contractor: -The decommissioning and migration of existing FF&E and Staff from existing offices to the new development may be carried out by a specialist company and therefore may be outside the scope of the main contract. -Enabling works completed as part of the Masterplan which may be outside the scope of work of the Main Contractor works The appointed design team, under the direction of Telford & Wrekin Council, will develop the Civic Office design through to Stage E of approximately 8,000sqm (GIA) prior to the appointment of the Main Contractor. It is intended the design team will be novated to the successful contractor to conclude the design work. In addition there is to be 500sqm of retail space to be delivered to shell and core only and extensive external works including the formation of a lake. This forms Lot 1 of the Contract Notice. Telford & Wrekin Council is also seeking to progress the adjacent Learning & Media Centre for completion alongside the Civic Offices. This 5,000sqm building will accommodate additional office and library space to replace other existing facilities. The Learning & Media Centre is to be completed either concurrently with the Civic Office or to a slightly later timescale. This forms Lot 2 of the Contract Notice. Lot 3 comprises the construction of a Multi-Storey Car Park of approximately 600 parking spaces over 5 levels; with additional areas constructed to shell and core only for potential retail, catering facilities and a health centre. Furthermore, an energy centre may be incorporated that will serve the wider Southwater development. The Multi-Storey Car Park is to be completed either concurrently with the Civic Office or to a slightly later timescale. One prequalification document is to be submitted by interested parties to cover all Lots. Telford & Wrekin Council reserves the right to withdraw any Lot prior to Contract Award. It should be noted that Telford & Wrekin Council reserves the right to award any additional minor works of the Southwater development to the successful contractor without a further call for competition. Interested parties must register through BiP Solutions Delta-ets system to obtain the prequalification questionnaire. Submissions are also to be managed through this system.
