4. Description: Tenders and Registration of Interest for the Provision of Domiciliary Care and Housing Related Support Services to the Park Lane Extra Care Scheme and future Extra Care schemes throughout the Borough of Telford & Wrekin. Telford & Wrekin Council wish to invite tenders from potential providers who are interested in providing care and support services to people living within the new Park Lane Extra Care Housing Scheme in Woodside, Telford. Part of Telford & Wrekin Council's Housing, Care and Support Strategy is to develop an additional 500 Extra Care units of accommodation by 2021. As such, a new Extra Care development is due to open in the Borough in September 2009. Details of this new development are as follows: (1) Park Lane Extra Care Housing Scheme, Woodside, Telford 53 units of accommodation, all to rent. The service is due to start late October / early November 2009 subject to the build programme completion. In addition to this, Telford & Wrekin Council intend to develop a 'Preferred Providers' list of suitably qualified and experienced providers of care and support services who, within the next 12 to 18 months, will be invited to submit tenders for the two schemes detailed below: (1) Chillcott Gardens, Madeley, Telford Contract for 30 units of accommodation (the scheme has 62 units of accommodation in total) This is an existing contract which is due to expire 31 July 2010. (2) Lightmoor View, Lightmoor, Telford Approximately 59 units of accommodation. This is a new build and is currently at the developmental stage. The provision of services will be primarily for older people, including older people with mental health needs; however other service user groups may also access this provision. Services will be delivered using a person centred approach to help people to remain as independent as possible in their local communities and promoting their quality of life and wellbeing. The service includes the provision of personal care, practical support and housing related support to those tenants living within the Extra Care Scheme, there will be the potential to provide some community domiciliary care to support people living within the vicinity of the scheme i.e. "core and outreach model". Potential providers must be committed to the principles within the Governments White Paper - 'our health, our care, our say' and to the vision set out in the 'Putting People First' concordat. To this end, potential providers are expected to support the Council in transforming their social care services with an emphasis on reablement, rehabilitation and service personalisation. Applications are invited preferably from established organisations with previous experience of delivering services within Extra Care Schemes. Any potential provider must be registered with the Commission for Social Care Inspection and have experience of domiciliary and / or housing related support. Tender documents for the Park Lane Extra Care Scheme contract will be available on the Delta-ets site from 3rd February 2009. These documents are also to be used in order to register interest for future Extra Care schemes. Please read carefully the completion instructions at the beginning of the Tender pack which indicate how to tender for Park Lane and/or register for future schemes. The closing date and time for submissions for both the Park Lane Extra Care Scheme tender and Registration of Interest for future schemes is 12 noon on 23rd March 2009. Submissions received after this time will not be accepted. All documents must be completed and submitted electronically by using Vault through BiPs Delta-ets; no other format will be accepted. In order to both tender for Park Lane and/or register interest for future Extra Care schemes, Suppliers must be registered on Delta-ets at the following website http://www.delta-ets.com to be able to access the tender documents. Tender documents for Park Lane and/or Registration of Interest for future schemes will be available online from 3rd February 2009, therefore, ideally you should already have registered on Delta-ets and gained your USERNAME and PASSWORD. Please keep your Username and Password secure and do not pass it to any third parties. Once you have registered by 3rd February 2009, you will be able to enter the following Tender Access Code (TAC) 04T374762 to view the documents for both Park Lane Tender and/or to Register Interest for future Extra Care Schemes. To do this, you must log into www.delta-ets.com and then click on the Vault tab to access the tender box called Extra Care Housing Schemes (including Park Lane 2009). Please ensure that you allow yourself plenty of time when responding to this invite prior to the closing date and time.
