4. Description: Telford & Wrekin Council were seeking expressions of interest from potential providers who are interested in delivering residential rehabilitation services for adults with mental health issues. The existing service is well established and has been in operation for 9 years. The service comprises of a seven placement unit in Wellington, Telford, Shropshire. It is intended that the services will continue to operate from their current premises. Additionally the new Provider is required to enter into an under lease with Telford & Wrekin Council, the details of this under lease was be included in the invitation to tender pack. The vision for the service is that the service users will develop and acquire new skills and strategies that will restore their personal autonomy and social integration leading to an independent, rewarding and valued life. The Council was seeking to conclude a new contract (with a possible implementation period from 1st January 2009 to resolve handover / transfer of staff issues) with the service provision to commence from the 1st May 2009. The existing Provider will work alongside the Council, service users, family carers and staff to ensure continuity of service provision. The new Provider will be expected to work alongside the Council, the outgoing Provider and other stakeholders, to ensure a seamless handover. Providers who were interested were required to submit their tenders and were subject to the Council's assessment and qualification process. The criteria used in assessing tenders included: 1. Experience of providing such a service. 2. Track record of providing high quality cost-effective services. 3. Evidence of robust Quality Assurance arrangements. 4. Evidence of sound financial standing. 5. Provisional outline proposals, detailing how potential providers intend to meet the Service Specification. Social work services.
