II.1.5) Short Description of the contract or purchase(s) Telford and Wrekin Council are looking to appoint one contractor to construct the enabling works civil engineering elements of the Southwater Development to prepare the core area of the site for development. The contract will comprise site clearance and demolition, infilling the existing Southwater lake, accommodation works, earthworks & material disposal, drainage, highway and footpath construction, service ducts, soil remediation works, temporary public realm infrastructure and other general civil engineering. The selected contractor will also be responsible for pedestrian and vehicle management around and within the site to ensure that pedestrians can access existing businesses (Telford International Centre, Telford Ice Rink, Ten Pin Bowling, Mecca Bingo, Meeting Point House, Telford Library and the Town Park). The contractor will be required to work with existing businesses on and around the site to ensure disruption is kept to the lowest possible practical levels. Coordination will also be required with contractors carrying out service diversions and new connections within the site boundary. The selected contractor will be expected to act as main contractor under CDM and in a programme interfacing role for service diversions and new connections within the site boundary. The scope may increase to include additional service works depending on the agreed strategy for the new services. To be determined by the Authority. Sectional completion of particular areas of the site will be required to allow development of the new civic offices to begin in April 2011. Some parts of the site will not be made available to the contractor on the start date. The estimated value of this contract is circa 3m GBP and will be completed between December 2010 and August 2011. The work will be let under an NEC3 Option B Contract with X4, X5, X7,X12,X13,X16, and Z secondary clauses.
