II.1.2)Short description of the contract or purchase:
Software package and information systems. A RAS capable of calculating a fair and equitable allocation of Council financial resource for each service user (i.e. a personal budget) based on an assessment of required outcomes. A system that is capable of reporting individual `accounts¿ for service users in the form of a `statement of account¿ to deliver Self Directed Support and a Budget Management system is required to facilitate the Council in managing it¿s financial resources effectively by allowing and requires intelligence and a detailed understanding of how those resources are being spent. The Council is however also interested in future functionality designed to improve choice, control and access to services for the Community and may ultimately consider the purchase of an e-commerce/e-e-market place product
