The Marches Business Support project is being awarded by Telford & Wrekin Council on behalf of Herefordshire Council, Shropshire Council and Telford & Wrekin Council.
The contract is to provide delivery of workshops, courses and one to one business support throughout the Marches LEP (Herefordshire, Shropshire and Telford & Wrekin) area. The contract is split into 3 regional area lots and bids can be for all areas or one or two areas. Due to the funding arrangements (ERDF) there are some business sectors which are ineligible for support on the project.

It is essential to read this regional area geographical information to understand the rural localties, the technological issues and public transport difficulties (the ITT will include regional maps)

Herefordshire is a predominantly rural county located in the south west of the West Midlands bordering with Wales. With a population in the region of 183,600 Herefordshire is smaller than its regional neighbours of Shropshire (289,000) and Worcestershire (555,800). Herefordshire has the 4th lowest overall population density in England (the 9th lowest in England & Wales combined) at 80 people per square kilometre (or 0.8 per hectare; 207 per square mile), and the population is scattered across the 842 square miles of the county.
Herefordshire can be seen as remote from the rest of the West Midlands, with few infrastructural links. The county is served by the M50 motorway in the south with links to the UK motorway networks, with the A49, A438 and A4103 trunk roads being the main arteries north to south and east to west. Similarly there are rail links north to south through the county and east from Hereford to Worcester and Birmingham.
Under a third of residents live in Hereford city and just over a fifth in the five market towns (Leominster, Ross-on-Wye, Ledbury, Bromyard and Kington). This means that nearly half of the population lives in villages, hamlets and isolated dwellings in the surrounding rural areas.
Physical distance from services and facilities can be a problem, particularly for those living in rural areas, which has implications in terms of public transport provision and other service delivery and providing services across a large geographic area can be a challenge.
We would expect that delivery of the project in Herefordshire will take place in Hereford, all of the market towns (Bromyard, Leominster, Ledbury, Kington, Ross-on-Wye) as well as other more remote localities such as Golden Valley, Weobley and Mortimer in order to be available to as wide a number of participants as possible. These localities (see map below) have been identified as the key areas for delivery of services within Herefordshire, and as such we would expect to see delivery of the Marches Business Support project in all of these areas.
Herefordshire currently has a lower rate of new business start-ups (41 per 10,000 population aged 16 and over) than England as a whole (49), and in 2010 the rate of new business formation was still lower than prior to the recession. However start-ups are surviving longer in Herefordshire than regionally and nationally.

The provider is requred to provide a 2 day business start up training course monthly at agreed locations over the project life

Shropshire Unitary Authority (referred to as Shropshire) was formed on 1st April 2009. The total population of Shropshire is 306,100 people. Shrewsbury has the greatest population (67,100) and the next largest market town is Oswestry (16,800). There are 248.0 persons per square mile in Shropshire which is considerably lower than England's figure of 1.052.7 persons per square mile. Some of the hamlets and villages in Shropshire have limited technological connectivity and limited public transport facilities.

In Telford & Wrekin there is a requirement to assist 12 social enterprises over the life of the project. Due to the funding arrangements (ERDF) there are some business sectors which are ineligible for support on the project.
