The Emergency Response Carer Service is a new service that will provide 24/7 crisis response for known family carers living within the Borough of Telford & Wrekin for up to a period of 72 hours. Tenderers should already be registered with the Care Quality Commission for the provision of domiciliary care and have current experience and capability of providing emergency replacement support.

Currently there is in the region of 1,500 known carers in the Borough of Telford & Wrekin. It is anticipated that around 500 of whom will register for this service. Evidence shows that within the first 12 months of such a service being launched, approximately 2% will need to call upon this service.

The contract available will be for a 3 year period with the option to extend up to 2 years beyond that. More detailed information about this service will be available in the tender documents, specifically Schedule 1 ┐ Service Specification, which are to be published towards the end of June 2011.

II.2)Quantity Or Scope Of The Contract
II.2.1)Total quantity or scope:
Telford & Wrekin Council and NHS Telford & Wrekin wish to invite tenders from suitably qualified and experienced care providers for the provision of an Emergency Response Carer Service.

This is a new service with a contract being available from 2nd January 2012 for 3 years with an option to extend up to 2 years beyond that.

The service provides emergency cover for known family carers in the Borough of Telford & Wrekin who, because of a crisis are unable to carry out their usual caring duties. This service will be available 24 hours a day, seven days a week, with a response being provided within 90 minutes of the initial call. Each episode of emergency care intervention shall be for no more than 72 hours, after which time either the usual care arrangements shall resume or alternative arrangements will have been made.

Currently there is in the region of 1,500 known carers in the Borough of Telford & Wrekin. It is anticipated that around 500 of whom will register for this service. Carers will be required to register with the successful tenderer for this service. The Council will work with Carers to develop their own individual Emergency Care and Support Plan which details what needs to happen should they not be available to carry out their usual caring duties. The successful tenderer shall be able to access an individual┐s plan electronically through the Council┐s database to ensure information is current and relevant.

The successful tenderer will be expected to provide a 24 hour hotline for this service which should not rely on the use of answer-phones or automated systems.

The successful tenderer will be registered with the Care Quality Commission for the provision of domiciliary care in the Telford & Wrekin area. As all family carers in the Borough of Telford & Wrekin are eligible to register for this service, the successful tenderer will need to be able to deliver care to people with a wide range of care needs, from diverse backgrounds and from ages of 18 years upwards. The successful tenderer shall also have current and previous experience of delivering a 24 hour response service to adults.
