Traffic-signal maintenance services. Repair, maintenance and associated services related to roads and other equipment. Road traffic-control equipment. Variable message signs. Traffic-flow measuring system. Engineering works and construction works. Telford & Wrekin currently have an Urban Traffic Control system supporting the operation of the network of Traffic Signals across the Borough with Bus priority is implemented at a number of the sites. Variable Message information signs are used to support events and a network of car parks have localised car park information signs advising of the available capacity. A range of speed information signs are used to inform and deter speeding drivers and school crossing warning signs are used outside of schools during term times.

Telford & Wrekin Council are seeking to procure one contractor for each of the lots below to provide a wide range of ITS services, technologies and works to support the maintenance and development of the existing, and new, ITS in the management of the network for all transportation users across the Borough. This is to include for:-

Lot 1
Provide, Install and Maintain Traffic Signals equipment including the undertaking of bulk lamp changes and minor civil engineering works.
Provide, Install and Maintain School Crossing Flashing units
Maintain Variable Message Signing (V.M.S)
Provide, Install and Maintain traffic counters
Provide, Install and Maintain Vehicle Actuated Signing (V.A.S) and Speed Indicating Devices (SIDs)

Lot 2
Urban Traffic Management and Control Common Database

Suppliers can bid for Lot 1 and Lot 2 separately, but Lot 1 will not be split. Each Lot will be awarded separately. The client may award both lots to the same contractor or two separate contractors.

The contract is proposed to be for an initial 5 year period with extension periods to a maximum of 10 years from appointment. The estimated value of the contract is between 1.5m and 4m over the 10 year period between October 2011 and September 2021. Extensions to the contract length will be awarded from the end of year three onwards. The extension of the contract will be determined based upon Performance Indicators.

The work will be let under an NEC3 Option B Contract with X1, X4, X5, X7, X13, X16, X20 and Z secondary clauses.
