Telford and Wrekin Council (the "Council") is a unitary council and is seeking to procure a contract for the collection, treatment and disposal of its municipal waste with elements to be phased in accordance with the expiry of all of its existing waste management contracts. The estimated length of the contract is currently 14 years.

Contracts currently in existence and requiring replacement are:

a. Dry recycling collection and treatment from 2014.
b. Residual disposal from 2013 up to 2015.
c. Residual collection from 2019.
d. Green collection and treatment from 2019.
e. Community Recycling Centre Management and transport treatment and disposal from 2019.

The key themes of the Council¿s Municipal Waste Management Strategy are to deliver a value for money waste management solution that gives priority to increasing performance to reduce, re-use, recycle and compost waste with the remaining residual waste being diverted away from landfill.

The Council is seeking the most flexible and cost effective solution through all of its waste management contracts. To include, future treatment and disposal of all of its waste, collection services, and community recycling centre management. The Council therefore believes that it is likely that it will need a waste bulking/transfer station within or adjacent the borough.

The Council intends to hold a Market Sounding event (scheduled for the days of 22 and 23 March 2012) to help to shape the proposed procurement process and specification for this project. Accordingly, commercially confidential information should not be disclosed. Participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement.

Places for the event are restricted to three people per company and allocated time slots will be confirmed by the Council on Monday, 12 March 2012 no later than 5pm (GMT).

The event will consist of initial presentations on the morning of the 22 March 2012 by council members and officers. This will be followed by a pre-booked 20 minute session with a panel of officers over the two day period. The purpose of the panel session is for companies to discuss the key points made in a pre-submitted completed questionnaire with council officers asking follow up questions. Interview slots over the 2 day period will be allocated in the order requests are received from mid morning on the 22 March 2012.
